INSTRUCTOR:  Illinois State Police Trooper Marc Baker.   Trooper Baker began his Law Enforcement career in 1999 with the Palmyra Police Department.  In 2000, he was promoted to the department’s Chief of Police position becoming the youngest Chief in Macoupin County history at 21 years old. 
Baker attended the Radar/Lidar Instructor school at Northwestern University Center for Public Safety in 2000.  He immediately became a staff member at the University and has taught numerous Radar/Lidar Instructor courses for the Center for Public Safety since. He left the Palmyra Police Department later that year and joined the Girard Police Department.  Baker served as a Sergeant and Lieutenant for the Department before being promoted to the Chief of Police position in 2002.  Baker left the Girard Police Department and worked briefly as a Macoupin County Deputy before being hired by the Illinois State Police in 2006. 
Upon completion of the ISP Academy, Baker worked Patrol for District 14 Macomb for 7 years.  Baker became a state certified Crash Reconstruction Officer while working patrol and handled multiply fatal crashes for the District.  During his time in Macomb, Baker was twice nominated as the District’s Officer of the Year and also was nominated as the Quincy Exchange Officer of the Year.  Baker received the Mothers Against Drunk Driving “MADD” Hero Award twice during his patrol days for high DUI arrest activity. 
Baker left patrol in June 2013 and took a position as an instructor at the ISP Academy.  During his time at the Academy, Baker was the statewide Juvenile Coordinator and statewide Illinois Vehicle Code/ Criminal Law Coordinator.  Baker specializes in teaching Radar/Lidar, Illinois Vehicle Code, Criminal Law, Traffic Crash Investigation and Field Sobriety to name a few. Baker is currently assigned to the ISP Executive Protection Unit. 
COURSE DESCRIPTION: This National Highway Traffic Safety Administration (NHTSA) approved course offers the very latest information on training instructors to use LASER technology. It provides all the background and materials needed to teach the RADAR and LIDAR operator’s course at the local level. Students will learn how to develop and implement an operator’s course, become proficient in instructional methodologies, become familiar with the technical aspects and legal issues of RADAR and LIDAR operation, and much more.
Practical exercises using the latest equipment will be utilized. All instructional material is provided in PowerPoint on CD, including course administrator’s manual, teaching outlines, student operator’s manual, and illustrations. Officers are encouraged to bring the equipment used in their department for greater familiarity and practice. They are also asked to bring a calculator that displays the sine function for simple calculations.
COURSE OBJECTIVE: The objective of this course is to certify the student in the instruction of the NHTSA Radar/Lidar Operator course to other officers at his/her department and the surrounding area. It is our goal to help the departments maintain the necessary training to run speed control operations and ultimately, successfully testify in the resulting cases in court. A comprehensive examination will be given at the conclusion of the course. Certification of the officers as Radar/Lidar Instructors will be contingent upon satisfactory performance of the exam.

MTU #10 local member department officers will be given registration preference until seven days prior to the date of class. After that date, registrations will be taken on a first-come, first-served basis, regardless of MTU status. We cannot accept registrations from individual officers. All registrations must go through your Chief, Sheriff, or department training office, even if you are attending class on your own time.

Cancellation: If a class must be canceled for any reason, every effort will be made to do so at least 2 weeks before the class is scheduled to begin. However, there are circumstances where last minute cancellation is out of our control. All officers who have been registered for training will be contacted at the email address given at registration, so please be sure to provide an email address which is checked often
